Respiratory Therapy Leaders Convene for Stakeholders’ Consultation and Leadership Summit in La Union
SAN JUAN, LA UNION — The Professional Regulatory Board (PRB) and the CPSP-CATS Committee of Respiratory Therapy successfully conducted a Stakeholders’ Consultation on 08–09 May 2025 at the Awesome Hotel, San Juan, La Union, in partnership with the Association of Respiratory Care Practitioners Philippine Inc. (ARCPP) during its 4th Leadership Summit themed “Elevating Leadership and Mastering Governance Yardstick in the Era of Universal Healthcare.”
The consultation was held in conjunction with the summit, with the invitation from the ARCPP, providing an opportune platform to engage stakeholders from both the public and private sectors on the Career Progression and Specialization Program (CPSP).
The presentation of the draft PRB Resolution was one of the highlights of discussion focusing on the establishment of CPSP in the field of Respiratory Therapy, along with the proposed Professional Practice Outcomes (PPOs) and Level Alignment Matrices (LAMs) for the following specialization tracks under Philippine Qualifications Framework (PQF) Level 7: Certificate of Advanced Respiratory Therapy Practice in Leadership and Governance and Certificate of Advanced Respiratory Therapy Practice in Emergency and Critical Care.
The PPOs define the critical learning outcomes and competencies required of advanced practitioners, ensuring alignment with national professional standards and qualifications. The Committee was supported by the CPSP-CATS Secretariat, headed by Ms. Marie Cecille P. Fernando, and joined by Assistant Commissioner L. Louis P. Valera, Oversight for the CPSP-CATS. Their guidance and coordination were instrumental in the smooth conduct of the consultation.
Key presentations were delivered by Hon. Julita V. Toledo, Chairperson of the Professional Regulatory Board of Respiratory Therapy (PRB-RES), and Mr. Cesar G. Bugaoisan, member of the CPSP-CATS Committee. They provided an in-depth overview of the Career Progression and Specialization Program and its legal foundations, the Proposed Revised Philippine Qualifications Framework (PQF) with a professional track, the enhanced Professional Identification Card (PIC) bearing qualification titles, and the draft Professional Practice Outcomes (PPOs) and Level Alignment Matrices (LAMs) for the two identified specializations.
During the consultation, other members of the CPSP-CATS Committee of Respiratory Therapy were present, namely: Dr. Danahlyn De Lima Evangelista, Dr. Davie C. Regalario, and Mr. Ronnie M. Cajigal. They also actively participated by responding to stakeholder questions and clarifications with enthusiasm and expertise, further enriching the dialogue and promoting collaborative understanding of the program’s goals and implications.
This collaborative event marks a milestone in the advancement of Respiratory Therapy practice in the Philippines, setting the groundwork for standardized, competency-based career progression pathways that support the goals of Universal Healthcare.
