The iGovPhil Project officially adopts the Web Content Accessibility Guidelines (WCAG 2.0) as the accessibility standard for all its related web development and services. WCAG 2.0 is also an international standard, ISO 40500. This certifies it as a stable and referenceable technical standard.

WCAG 2.0 contains 12 guidelines organized under 4 principles: Perceivable, Operable, Understandable, and Robust (POUR for short). There are testable success criteria for each guideline. Compliance to these criteria is measured in three levels: A, AA, or AAA. A guide to understanding and implementing Web Content Accessibility Guidelines 2.0 is available at:

All iGovPhil Project services and content are currently moving towards WCAG Level A compliance. Work is being done to make the system fully compliant with this level.

PRC-XI Signs Deed of Donation and Memorandum of Agreement for the Construction of Multi-Purpose Building

The Professional Regulation Commission formally accepted the donation of six thousand (6,000) square meters of land located at Barangay Indangan, Davao City in a simple ceremony held last 8 August 2022 in PRC Regional Office XI grounds. The property will be the location where PRC XI’s Multi-Purpose Building will be constructed. Chairman of PRC, Hon. Teofilo S. Pilando, Jr., together with Hon. Erwin M. Enad, Commissioner II as the Oversight for Physical Infrastructure represented the Commission, while the Donor was represented by the Board of Directors of Green Land Housing and Real Estate Development, Inc. led by its President, Engr. Joffrey T. Gotamco.

In his message, Commissioner Enad expressed, on behalf of PRC, his profound gratitude and appreciation for the generosity of the Donor. The said donation ensures that PRC-XI will have its own multi-purpose building since its establishment twenty-five (25) years ago.

“More can be achieved if there is a strong collaboration and partnership between private and public sector”, said Commissioner Enad. The signing of the Deed of Donation is indeed a proof of such collaboration.

Meanwhile, Chairman Pilando delivered his message with a stark reminder that the intention of the donor cannot be realized with mere expressions of appreciation, the true worth of the gift is in the effective utilization, the fulfillment of its purpose and it is our inescapable duty to see to it that it is so. 

After the signing of the Deed of Donation, the Commission entered into a Memorandum of Agreement with the Department of Public Works and Highways – Davao City District Engineering Office (DPWH-DCDEO) represented by its District Engineer, Engr. Richard A. Ragasa. Having the expertise, DPWH-DCDEO will be the implementing agency for the construction of the PRC-XI Multipurpose Building.

Present during the event were Assistant Secretary Achilles Gerard C. Bravo from the Department of Budget and Management and Atty. Randolf C. Pensoy, Regional Director of the Department of Labor and Employment XI, and various members of the Professional Regulatory Board namely Hon. Thelma S. Ciudadano (Accountancy), Hon. Fe J. Sinsona (Social Work), Hon. Ely B. Acosta (Social Work), Hon. Adelina C. Royo (Pharmacy), Hon. Jesette B. Canales (Radiologic Technologist), and Hon. Lerma M. Valenzuela (Midwifery).

Guest and PRC personnel saw for the first time the Architectural Perspective of the new building and future site development plans. Likewise, a sneak peek was provided by DPWH-DCDEO through a virtual tour of the building’s façade and interior design for every level.

Once the project is completed, PRC will inaugurate a 4-storey building with a total floor area of three thousand (3,000) square meters that can accommodate three hundred sixty (360) clients under the new normal set-up. The building has a multi-purpose hall with two hundred (200) seating capacity that can host various activities such as face-to-face mass oathtaking, trainings, seminars and conventions, among others. It can also be converted into a testing center to which it can accommodate small to medium-sized licensure examinations.

With this significant milestone in its history, PRC is hopeful that this building will bring convenience, accessibility, and quality public service.
