The iGovPhil Project officially adopts the Web Content Accessibility Guidelines (WCAG 2.0) as the accessibility standard for all its related web development and services. WCAG 2.0 is also an international standard, ISO 40500. This certifies it as a stable and referenceable technical standard.

WCAG 2.0 contains 12 guidelines organized under 4 principles: Perceivable, Operable, Understandable, and Robust (POUR for short). There are testable success criteria for each guideline. Compliance to these criteria is measured in three levels: A, AA, or AAA. A guide to understanding and implementing Web Content Accessibility Guidelines 2.0 is available at:

All iGovPhil Project services and content are currently moving towards WCAG Level A compliance. Work is being done to make the system fully compliant with this level.

PRC in Motion, Strategically!

PASAY CITY, PHILIPPINES – The Professional Regulation Commission successfully conducted its 2023 Year-End Performance Assessment (YEPA) and 2024 PRC Commission Planning Conference (CPC) at the Sheraton Manila Hotel on February 5-6, 2024. In attendance were Hon. Chairman Zamora, PRC Chairperson, Hon. Jose Y. Cueto, Jr, Hon. Erwin M. Enad, PRC Commissioners, Assistant Commissioner Lord Louis P. Valera, Chairpersons and Members of the various Professional Regulatory Boards (PRBs), and PRC Regional Directors as well as officials and selected employees of the PRC central office.

Welcoming the participants in this two-day event was initiated by Commissioner Cueto while providing the participants with an overview and ground rules for the set activities. Commissioner Enad also delivered his message sharing a new and wide perspective on the YEPA and CPC’s purpose. As he emphasized, the activity allows the PRC to identify “where it is, where it wants to be, and what it needs to do to get where it wants to be”.

Significantly, this year’s theme “Pull the Future, Push of the Present, Weight of the History”, conveyed the same enigma as it clearly defines the direction of the Commission. Chairperson Zamora, on the other hand, engaged the participants through her message elaborating on the innovations and initiatives of this Commission. Moreover, to provide clarity and focus on the direction of the Commission for the year 2024, Chairperson Zamora pointed out the following goals: building a strong foundation for digital transformation, focusing on human infrastructure programs, strengthening the physical infrastructure and asset management, establishing linkages with other government agencies and stakeholders, and lastly, providing nothing but excellent and quality services to clients.

During the first day of YEPA and CPC, the conference concentrated on three (3) Key / Vital Inputs, in line with the Commission’s mandate and functions; namely: 1) Licensure Matters, 2) Continuing Professional Development (CPD) Updates, and Career Progression and Specialization Program and Credit Accumulation and Transfer System (CPSP – CATS) Implementation, and 3) Professional Regulatory Board (PRB) Concerns – 3.1) Conduct of Inspection and Monitoring, 3.2) Professional Regulatory Boards, and 3.3) Other Matters which centered on:  a) Legal Matters and b) Evaluation Process and Results of the Assessment of the Submitted Accomplishment Reports by the PRBs.

Day 2 was prompted by Hon. Cueto’s concise and detailed presentation on the updates on the latest draft of the strategic plan for compliance Year 2024-2025. The two-day conference was concluded with Ms. Ramonesa R. Ricardo, a Strategic Planning Expert (an Independent Management Consultant) discussing the application of the 7S McKinsey Framework to PRC. She distinctively presented the strengths and weaknesses of the existing parameters and guidelines on the different and various transactions and operations being administered by the Commission. 

With the continued and paralleled activities of this Commission, the regenerating fuel of the flaming torch of professionalism, integrity, and global recognition towards the excellent and global standard of public service shall be at the forefront of the Commission’s vision and mission.
